Welcome to the Hornell-Corning Steuben County Empire Investment Zone

     The Hornell-Corning-Steuben County Empire Investment Zone was created to stimulate economic growth through New York State tax incentives designed to attract new businesses and to enable existing businesses to expand. Zone Program tax incentives support business capital investments and job creation within the Zone.

 The City of Hornell is the governing municipality for the Zone, The City of Hornell Industrial Development Agency administers the Zone and provides professional services.  The Zone has a eight member Administrative Board.

 The Zone includes portions of the City of Hornell, City of Corning, and the Town of Erwin.   Refer to Maps for specific zone areas.  The Zone incentives can also be made available to qualified businesses associated with Regionally Significant Projects located anywhere within Steuben County.  Contact the Zone for additional information on Regionally Significant Projects.
